Police Liaison Representative (PLR)

Role Description

Appointment
At its annual meeting, the parish council will appoint a Police Liaison Representative (PLR)
who shall hold office until the next annual meeting unless the appointment is terminated by
the council. A person may be re-appointed from one year to the next. The Police Liaison
Representative may be a member or officer of the council or a member of the public.

Role
The role of Police Liaison Representative is non-statutory and has no authority to make
decisions that bind the council to taking, or not taking, any particular course of action. The
role of the Police Liaison Representative shall be to:

  • Establish contact with the relevant members of the Neighbourhood Policing Team.
  • Attend an annual meeting of Police Liaison Representatives.
  • Promote awareness of 101 and Crime Stoppers.
  • Understand the role and impact on councils of the Crime and Disorder Act.
  • Monitor crime statistics for the area and report to the council on any significant
    trends.
  • Where there is a council-sponsored PCSO, communicate as appropriate with the
    council’s Single Point of Contact (SPOC) for the PCSO.
  •  Act as the point of contact between the Neighbourhood Watch Co-ordinator and the
    council and help promote the Neighbourhood Watch.
  • Receive news and information from the Neighbourhood Policing Team (general and
    related to specific local incidents) and disseminate it in the council’s area as
    appropriate.
  •  Liaise with other groups/persons in the council’s area on the broader community
    safety agenda, including fire prevention and emergency planning and bring items of
    interest to the attention of the council.
  • Liaise and engage with the Northamptonshire Independent Advisory Group (IAG).

Time commitment
Hours will vary from community to community and person to person, but it is envisaged that
the role will require between five and ten hours per month.

Commitment to electronic working
The vast majority of information will be shared electronically (e-mail and social media).
Police Liaison Representatives should be comfortable working electronically.

Limit of role

Police Liaison Representatives are not involved in operational policing and are not an
appropriate person to receive reports of incidents or crimes from members of the public, who
should use 101 or 999 as appropriate

The One West Northamptonshire Plan

West Northants Council are working on a new partnership vision for our area – The One West Northamptonshire Plan.

The draft One West Northamptonshire Plan proposes a single medium-term roadmap and ambitions for WNC to achieve by 2030. This will be a shared plan, with everyone having an important part to play in addressing the challenges and harnessing the opportunities to create one West Northamptonshire for everyone.

WNC are launching the consultation and engagement phase for the draft One West Northamptonshire Plan, which will be running for six weeks until 20 February.

This is an important opportunity for all partners, residents, groups, businesses and organisations to feed into the draft plan to help shape the final version.

WNC want to ensure that the consultation on the draft plan reflects the diverse voices and needs of our communities.

The REC Committee would like to remind all users of the REC that dogs MUST be kept on a lead in the REC. There have been many reports recently of dogs being off the lead and dog mess not being cleaned up.

Up-date on Richborough Planning Application

At a meeting on Wednesday 4th December, attended by many Kilsby residents, outline approval was given by the West Northants Council Planning Committee for a development of  19 houses on land off Barby Road, often referred to as the ‘Richborough Proposal’. Kilsby Action Group are currently taking advice on the feasibility of mounting a legal challenge to this decision.

Residents encouraged to help shape approach to tackling climate change

Residents, businesses, and stakeholders are being encouraged to share their views on a strategy to tackle climate change across West Northamptonshire.

The draft Climate Change Strategy outlines West Northamptonshire Council’s (WNC) approach to reducing locally produced greenhouse gases, improving air quality and placing people at the heart of the climate emergency response.

Cllr Rebecca Breese, WNC’s Cabinet Member for Environment, Recycling and Waste said: “Extreme downpours such as those seen recently across our region seem to be becoming more frequent. It is important that we put a strategy in place for reducing the impact of the climate challenge and we need the support and views of our residents, businesses, partners and stakeholders to do so. I would encourage people to get involved in shaping the final document so that we can focus on reducing our carbon footprint and creating a vibrant, healthy environment for our communities.”

Addressing key challenges such as energy, buildings, transport, waste, nature, and the economy, it proposes innovative and adaptive aims to meet these challenges. The strategy has been developed following a pre-engagement exercise in September that asked people to feedback on their priorities on dealing with the climate challenge.

The consultation runs until 19 January, and people can find out more and have their say on WNC’s Consultation Hub.
