Kilsby Speedwatch Campaign

Northamptonshire Police run Speedwatch to help villages reduce the speed of traffic travelling along their road networks. Due to Covid 19 it has not been possible for Speedwatch to run during 2020 and 2021 but the Police plan to get the scheme up and running again in 2022.

The campaign only lasts for 3 weeks in the year and volunteers are needed to work with the Police to monitor speeds of vehicles, at certain points, within Kilsby. The main aim of the Campaign is to re-educate people regarding speeds within the village. The main aim of this is to keep people and their families safe.

The Aims of Community Speed Watch

To reduce excessive speed in Northamptonshire parishes within 30mph limits • To change people’s attitudes towards speeding • To create a safer environment • To empower communities to work together in partnership with road safety agencies.

Your help is only needed for 3 weeks to monitor speed levels

The Benefits the Parish will receive

• Increased awareness of the dangers of speeding • Loan of a hand-held speed gun for use by trained residents • Comprehensive equipment and safety training, site assessments, high visibility clothing, insurance cover and publicity materials • High visibility Community Speed Watch poster boards to put up on lamp-posts/trees • Regular follow-up visits and continued support from Northamptonshire Police • Follow-up support using portable speed indicator devices and vehicle activated signs • Feedback of all recorded data to form an evidence base to support any potential future funding applications • A safer environment and an empowered community.

Speeding is a serious issue for Northamptonshire’s parishes but it is not an inevitable one. Community Speed Watch is a positive and proactive way in which local residents can work together to tackle this important issue.

What is involved?

We will need someone to act as Co-ordinator,

and

Volunteers: You will work alongside other trained residents during roadside enforcement sessions, using the speed detection equipment and recording vehicle details for offending vehicles. We need between 6-10 volunteers to create a team rota.

What Training is required?

All volunteers need to be trained before they can attend any roadside sessions. The training is a 3 hour session which consists of both practical and classroom elements; this normally takes place 1-2 weeks before you are due to get the equipment. Once you are trained you are covered by a form of insurance whilst you are volunteering for Community Speed Watch. There is currently no requirement for you to repeat this training each year, however refresher training is welcomed.

At this stage, it would be helpful if people would indicate that they are willing to participate.

Northamptonshire Talking – Police Community Messaging Service

The Northamptonshire Police community messaging service, which provides a simple and convenient way for local people to receive news and updates about crime and policing in their area, has been relaunched under a new name, Northamptonshire Talking.

Previously known as Northamptonshire Neighbourhood Alert, the new-look Northamptonshire Talking offers local residents the opportunity to get connected with what’s happening in their local area, stay up to date about crime and policing issues, and get involved in shaping local policing priorities.

Residents who were already signed up to Neighbourhood Alert need do nothing – their accounts will automatically transfer to the new service and they will continue to receive the same message choices. Those wishing to sign up to Northamptonshire Talking should go to the website, www.northamptonshiretalking.co.uk and select the Sign Up tag. The process also offers the option to join the Neighbourhood Watch scheme for Kilsby (designation D90) of which 100 Kilsby residents are already members.

What is Happening in Kilsby – How to Find Out and Influence

If you, or in fact you and a friend can say yes to any of the above, then consider applying to join Kilsby Parish Council. Vacancies can be filled at any time of year but now is a particularly good time to join as the council’s New Year starts in May and we have a number of vacancies available.

What is the commitment? All Councillors are unpaid volunteers who give their time and knowledge. This will vary person to person. We all have busy lives but should be able to find time to help the community. We meet the first Tuesday in the month and during the month Councillors may work individually or in groups on specific projects, or a Councillor may have an ongoing role. How much time you give and what you volunteer for is your choice but working as a team and sharing responsibilities is key to being an effective Councillor.

Is there any training? New Councillors generally go on a two to three hour training course held in the evening (currently via zoom) as an introduction to what Councils do. More specific role based courses are also available.

What will I do? Councillors generally have specific responsibilities which vary in terms of commitment. They may also get involved in one-off projects in order to improve wellbeing, facilities, safety and opportunities in Kilsby as envisaged in Kilsby’s Neighbourhood Development Plan. If you have a particular interest or have identified an issue you want to get involved in we will support you.

What will I get from it? You will meet new people and have an opportunity to show communication, managing, organisational, leadership and decision making skills. You will know that you are helping individuals and the community and have a better understanding of local issues.

Why join now? The Council started a new term of office in May 2021 following the dissolution of the District Councils. There are now two tiers of Government in Northamptonshire, namely West Northamptonshire Council and Town and Parish Councils. This means that Parish Councils are likely to be able to make more of a difference to the people in their parish.

New dog control powers

Be aware of new dog control powers

Dogs must be kept on leads around schools and in cemeteries and memorial gardens from December as part of new rules being introduced in Daventry District.

The new Public Spaces Protection Order (PSPO) will also limit to six the number of dogs that can be walked by one person at one time, and prohibit smoking in fenced-off play areas.

The new PSPO, which will come into force on 1 December, also includes all the rules set out under the existing PSPO, which state owners must:

  • Pick up after their dog
  • Carry the means to pick up after their dog
  • Prevent their dog from entering a fenced-off children’s play area
  • Put their dog on a lead when requested by an authorised officer
  • Keep their dog on a lead around the café area at Daventry Country Park.

DDC will be working alongside schools and parish councils across the District in the weeks leading up to 1 December in order to agree appropriate boundaries and signage for the regulations requiring dogs to be put on leads.

The boundaries around schools will focus mainly on entries and exits and will apply only on school days. No smoking signage will also be added to fenced-off children’s play areas.

Anyone who breaks one of the orders risks a £100 on-the-spot fine or, in serious cases, prosecution, though the additional new regulations will only be full enforced from April 1.

Cllr Richard Auger, Environmental Health and Housing Portfolio Holder on Daventry District Council, said: “The additional regulations set out in the new PSPO were introduced following public consultation on what powers they felt were needed to deal with the small minority of irresponsible dog owners who persistently fail to properly control or pick up after their pet.

“We are very supportive of our residents in their desire to create a cleaner and safer environment for everyone who wishes to enjoy our District’s public open spaces.

“We will be doing a lot of work in the coming weeks to prepare for the new regulations and inform residents, but I would encourage all dog owners to take heed of the new rules, so that they do not fall foul of them come their introduction on 1 December.”
